Real Estate Assessment with AI: What Automatic Estimates Do and Where They Stop
AI property valuation: what automated estimates calculate, the limitations of OMI and declared values, and who signs a mortgage appraisal.
Reading time: 12 min

The real estate valuation with AI is, in practice, a statistical calculation: a model compares the property with similar sales and listings in the same area and returns a price range. It helps the estate agent arrive at the owner’s meeting with the figures already organised. It does not replace the site visit and does not become the appraisal the bank requires to grant a mortgage.
The limits declare them the same sources from which these models draw. The Revenue Agency writes that the OMI Quotes provide ‘broad maximum value indications' and do not replace a technician's point estimate. Banks use statistical models, but for EBA guidelines on lending the appraiser remains responsible for the value, and when the model is unreliable it must change method.
In summary
- An automated estimate calculates a price range from sales, listings and area data: it prepares the estate agent’s valuation rather than replacing it.
- OMI quotations are ranges by area, type and prevailing conservation status; the Revenue Agency specifies that they do not replace the punctual estimate.
- The prices stated in the acts of the last five years are consulted with SPID, but each value concerns the entire act and may include boxes and cellars.
- The expertise for the mortgage is signed by a competent and independent expert, inside the bank or accepted by you: the agency that acts as an intermediary on that property cannot do so.
- Banks also use statistical models as support for the appraiser, who remains responsible for it and changes method when reliability is low.
- AI is used to line up visuras, EPAs and comparables and to write down adjustments; the real state of the property sees it only those who do the inspection.
What calculates an automatic estimate, and with what data
In the language of appraisers, it is called an AVM, automated valuation model. The ABI guidelines on the valuation of buildings under warranty They take up the definition of RICS: mathematical techniques that estimate the value of a property at a certain date and accompany it with a measure of reliability of the result, without human intervention after start-up. That measure is the first thing to ask an instrument: if it does not show it, its figure should be taken with caution.
Tools for agencies work on automatically chosen comparables. A documented case is Free estimate of idealist/tools: uses last year's agency closures and its published properties of the same type, with a built area that can deviate up to 50% from that of the property to be estimated, and among the ads chooses the five closest. The same page specifies that the final price depends on the selection of the agent, which can exclude comparable and recalculate. A two-room apartment in the same basket as a four-room apartment fakes the average.
Then the nature of the prices counts. An ad says what the seller asks, an act says how much has been paid. ABI guidelines, citing international standards of valuation, admit ads as an element of comparison when recent trades are few, but exclude that they may be the only basis of value. An estimate built only on ads measures the expectations of vendors in the area.
IMOs and Declared Values: What Public Data Really Say
The OMI quotations give, for each homogeneous area of each municipality, a minimum and a maximum in euros per square meter for sale and rent, distinguished by type and state of conservation, with an indication of the prevailing state. They update each semester and arrive late: as of 23 September 2026 the Observatory page indicates as the last semester published the second of 2025. The zones were revised in 2024 with the ten-year review, so comparisons on long series require attention.
For the prices paid there is the consultation of declared real estate values: shows on a map the fees of the deeds of sale stipulated in the last five years, with category and cadastral consistency, and opens with SPID, CNS or credentials of the Agency. Service Usage Notes They report four traps. The consideration concerns all the properties of the deed, for example apartment and box together; they remain out of quota, bare property and usufruct; the values are not corrected after any corrections; a compilation error can show the tax value calculated by the annuity instead of the price.
The same notes set two limits that affect those who want to automate. The cards appear only if there are at least five acts in the chosen area and period. Over ten questions per minute the service proposes a captcha, and those who exceed the threshold in more than five accesses lose the consultation for 30 days, as explained by the data usage information. The declared values are read by hand and are copied in the table of comparables: a bot that downloads them en masse causes the user with whom the agency consults them to suspend.
| Source | What it measures | How updated is it? | The Limit to Remember |
|---|---|---|---|
| OMI Quotes | Range in euros per square metre by area, property type and condition | Every semester, a few months late | Broadly broad indications, referring to the prevailing state in the area |
| Values declared in the acts | Fee declared in sales over the past five years | Every month | The price is of the whole deed; possible compilation errors |
| Announcements on portals | Price Asked by Seller | Continuous | It is not a price paid and alone is not enough to estimate |
| Closures of your agency | Price obtained, with the details you know | When you register the sale | Few cases, concentrated in the areas where you work |
| Automatic portal or CRM estimation | Range calculated by the model | On request | It is worth as much as the comparables it uses and the reliability it declares |
Agent Estimation and Expertise: Who signs what
The agent's estimate is used to decide the starting price and to sign the assignment. It is a professional opinion, and its strength lies in the motivation: comparable, adjustments and conditions of the property written black on white.
The appraisal for the mortgage is another thing. The Single Banking Text, Article 120-duodecies, asks lenders for reliable standards and assessments carried out by persons competent and independent of the credit marketing process, documented on paper or other durable medium. For ABI guidelines the bank chooses the expert taking into account at least one of these requirements: registration in a register that enables technical and economic valuations of real estate, professional or university activity in relevant subjects, certifications on assessment skills. The appraiser only signs the assessments he has made or directed in person.
On one point the ABI Guidelines are explicit: the agency that acts as an intermediary on a property cannot also be the appraiser, because the double robe is not compatible with the required independence. The agent remains useful in another way, preparing for those who buy the documents that the appraiser will ask for. For surveyors, architects, and engineers who sign the reports, the uses of AI are gathered in the guide to AI for Technical Studies.
In real estate executions the value determines it by the judge, on the basis of the elements provided by the parties and the expert he appoints.Article 568 of the Code of Civil Procedure lists what the expert must present: commercial floor area, value per square metre and total value, and every justified adjustment for planning regularisations, use and maintenance condition, possession status, restrictions and unpaid condominium charges. It is also a useful checklist for a commercial valuation.
The Agent's Estimate
- It is used to fix the starting price and the assignment
- Signing the agent as a professional opinion
- Can start with automatic estimates, OMI quotes and own closures
- Convince if it shows comparables and adjustments
The expertise for the mortgage
- It is used by the bank to assess the guarantee
- Signing an internal or external appraiser accepted by the bank, independent of sale and credit
- As a rule it requires an internal and external visit of the property
- Document method, assumptions, comparables and circumstances affecting the value
What banks accept from statistical models
The EBA/GL/2020/06 guidelines are the European reference for banks, and in Italy the Bank of Italy has transposed them as supervisory guidelines with the Note No. 13 of 20 July 2021. At the time of granting the loan they ask that the value of each property guarantee be estimated by an appraiser with a complete, internal and external visit (paragraph 209).
There is a derogation for residential properties in developed and mature markets: a table evaluation, made by the appraiser with the help of advanced statistical models (paragraph 210). The model must indicate a confidence measure, the expert understands its data and assumptions and remains responsible for the result; if the confidence is low, he chooses another method. The models themselves, according to the EBA Guidelines, must be calibrated on the property and its location, for example at the postal code level, verified retrospectively on the actual prices of the trades and built on large samples and updated data (paragraph 237).
If a bank, with its own data and checks, uses the model only to support the appraiser, a free valuation widget deserves at least the same caution. Before using its figure, ask how many comparable properties it used, whether the prices were paid or asking prices, and how old they are.
Prepare assessment with AI, from visura to inspection
AI makes more in the repetitive part: read documents, fill tables, write the report. The reference method remains the market comparison described in the ABI guidelines: comparable of the same segment and, for each difference, an adjustment equal to the difference of the feature multiplied by its marginal price. The model can do the math; the marginal prices of your area you know them.
- Property documents. Visualization, plan, energy attestation and provenance act. The assistant extracts category, rent, energy class and cadastral surface, and reports the fields that are missing.
- Zone and public data. OMI zone with the range by property type and condition; declared values from nearby transactions, consulted manually and copied into the table, excluding or adjusting transactions that include garages and cellars.
- Comparable. Agency closures and announcements from the same segment. AI takes them to the same unit of measurement and sets aside those that are too different in surface, plane or state.
- Inspection. Floor and lift, exposure, noise, state of baths, installations and fixtures, humidity, appliances, correspondence with the floor plan, who inhabits the property. The vocal notes become fields of the card.
- Written adjustments. Each correction has a line with its reason: no coefficients hidden inside a final digit.
- Report to the owner. Price range, comparables used, adjustments and what has not been verified. The estate agent signs it as a commercial estimate.
For PDFs you need an assistant who analyzes business documents and returns controllable fields, not a summary. In the visura of a dwelling the surface has a dedicated section, calculated with the criteria of DPR 138/1998, as shown by the Agency's guide to the new cadastral visa; the ad usually reports a commercial surface, and the walkable is obtained from the floor plan. The model must never fill an empty field with a plausible number, for the mechanism explained in the guide on hallucinations of AI. For the relationship and emails to the owner come in handy the prompt for real estate agents.
Where Automatic Estimates Are Most Wrong
- Different surfaces mixed. Cadastral, commercial and trampable do not coincide: confusing them shifts the price to the meter of the whole basket.
- Relevance within the price. An act with apartment and box has only one consideration; if the box is not separated, the square meter of the area seems higher.
- Real estate out of the ordinary. Penthouses with terrace, top floors without elevator, ground floors with garden, houses to renovate: the model tends to the average of the area.
- Rights other than full ownership. Naked ownership, usufruct and quotas remain outside the declared values and demand a separate calculation.
- Situations the model doesn't see. Tenant in the house, differences to be regularized, deliberate condominium work: the same corrections that the code of civil procedure asks the expert of the court.
- Areas with few trades. In small municipalities, comparables are few and dated: the range must be widened and stated clearly.
A three-room apartment without elevator and a village house: two estimates compared
The three-room apartment on the fourth floor. In one example, an owner asks for a valuation of a three-room flat with a cadastral area of 90 square metres in a semi-central location, on the fourth floor without a lift. The CRM’s automatic estimate uses five nearby listings, three in buildings with lifts, and its range falls in the upper part of the OMI interval. AI builds a table of the declared values from the last two years and flags that two deeds include a garage. During the inspection, the agent finds the original bathrooms and systems. The final valuation range is lower than the automatic one, and the report explains why, line by line.
The house in a hill country. In a second example, a detached house in a small municipality has fewer than five recorded transactions in the selected area, and the declared-values service shows no records. The estate agent broadens the area and period, retrieves their own completed sales in nearby municipalities and keeps the automated estimate as a simple reference. They present a wider range to the owner and say so openly: it is better to agree on a price review after the first month of viewings than to start from a figure no data supports.
How to set up the tool in the agency
The starting point is not the model, it's your closures. For each sale it records price, date, surface area with its type, floor, elevator, status and appliances: they are the best comparables you will have, and a CRM that updates itself Then you decide what the AI fills in the card and what's left for the agent.
The names that appear in visura are personal data, to be treated with suitable tools as explained in the guide on AI and corporate privacy. The rest of the agency work, from portal contacts to file, is in the guide to AI for Real Estate Agencies and on the industry page AI for real estate.
An estimate card that reads the documents, draws from the closures of your agency and leaves the adjustments to you is a job from custom software: we can set it starting from the last sales you closed.

Does an automated online estimate count as a formal appraisal?
No. A mortgage appraisal is signed by a competent appraiser independent of the credit process, either employed or accepted by the bank, normally after an internal and external inspection of the property. An automated estimate is a statistical calculation based on area data: it gives the agent and owner a starting point.
Can the real estate agent do the appraisal for the bank on the property he's selling?
No. The ABI guidelines on valuing property used as collateral consider brokerage incompatible with an appraiser's independence when the same person or agency also acts as broker for the property. The agent can instead prepare the documents the appraiser will request on behalf of the buyer.
Are OMI quotes enough to put a price on a house?
No. The Agenzia delle Entrate describes them as broad indicative values based on the prevailing condition of properties in the area, and states that they do not replace a professional's specific valuation. They help establish the area's context before examining comparable properties.
Where can I find the prices actually paid in property transactions?
In the Agenzia delle Entrate service for consulting declared property values, using SPID, CNS or Agency credentials. It shows the consideration stated in deeds from the last five years, but the value covers all properties in a deed — for example, an apartment and garage together — and may contain data-entry errors.
Do banks use automatic models to evaluate real estate?
Yes, within precise limits. EBA guidelines allow a desktop valuation of residential properties in mature markets, carried out by an appraiser with assistance from statistical models that must indicate the result's reliability. The appraiser remains responsible and must use another method if reliability is low.
What doesn't an estimation algorithm see?
Everything revealed by inspection and documents: the condition of bathrooms and building systems, a floor without lift access, orientation, noise, damp, an occupying tenant, discrepancies needing regularisation and approved condominium works. These adjustments make the difference between the area's average and that property's price.
Can I deliver the report generated by the estimation software to the owner?
Only after checking it. Some tools accept much larger or smaller properties as comparables, or use only asking prices from listings. Remove comparables outside the segment, add adjustments from the inspection and present the result as the agent's commercial valuation, rather than a formal appraisal.
